An evaluation is an assessment (as impartial as possible) of a programme or of institutional performance that examines achievement, as well as the factors that have influenced it (UNICEF 2013). Ensuring that all provisions of the CRC are respected in the development and delivery of legislation at all levels of government demands a continuous child impact evaluation (evaluating the actual impact of legislation), as well as a child impact assessment (CRC GC 5, para. 45).
